Chair/Planner Amy Wilson called the meeting to order at 1 p.m., explained the Veterans Day schedule confusion, and announced public comment options and where to find agenda materials; she then opened roll call.
The City of Grass Valley Development Review Committee met Nov. 12, 2025, and recommended that the Planning Commission approve two applications: (1) a development review permit for a 43,300 sq ft grading expansion of a contractor equipment yard at 928 Taylor Road with five conditions including added screening, increased fence height, noise limits, removal of proposed gravel parking, and landscaping; and (2) a rezone and 16‑lot tentative subdivision (PLN25‑0020) to allow a 100% deed‑restricted Habitat for Humanity subdivision under a new CBPRHNA combining district, with adoption of an IS/MND. Both recommendations will go to the Planning Commission for final discretionary review.
