Chester Planning Commission reviewed a sketch plan for a church expansion at 115 East 10th Street, heard an applicant presentation and technical comments, then considered revisions and multiple waiver requests for the Grace Manor Homes subdivision and voted to recommend the application and waivers to city council; commissioners also recommended an administrative SALDO amendment to simplify small-lot consolidations.
