Council resumed agenda item F4 on an exempted fishing permit (EFP) to allow at‑sea processing of Pacific Whiting south of 42° N, heard extensive public testimony from tribal representatives, scientists and industry, and ultimately voted to ask NOAA Fisheries to consider the applicants' EFP application. The council also adopted a trawl catch‑share program review and set a package of preliminary harvest‑specification topics for winter analysis.
