San Rafael City Council met Nov. 17, 2025, and voted unanimously on a staff-requested Brown Act “cease and desist” resolution responding to a claim about closed sessions, then approved a package of measures to declare a shelter crisis, accept an $8 million county grant and authorize purchase of 350 Merriddale (the “Mary Dale”) for an interim shelter and future affordable housing amid intense public comment over process and site selection.
