The Committee of the Whole heard a presentation from City Clerk Casey Carl on a proposed enterprise policy framework intended to replace a 2004 policy, discussed creation of a Policy Review Group and a $300,000 system acquisition, and voted to delay action until Dec. 9; the consent agenda items to set two public hearings were approved.
