Council approved an ordinance narrowing the Design Review Committee's scope to historic districts and properties (5–2), advanced work on a citywide historic preservation ordinance with a consultant to return Nov. 12, approved an active-transportation planning contract, moved a permit-parking plan (residential component approved; business component continued), and approved a utility-box art program. Public comment included preservation, immigrant-rights, and zoning complaints.
