Kokomo City Common Council held a public hearing and regular meeting that included a lengthy presentation by the city engineer on a proposed $50 million sewer bond package and a companion sewer-rate ordinance, public comment sharply questioning costs and financing, and passage of multiple development and zoning measures including a Brown Capital Group redevelopment resolution and several rezonings and PUD approvals.
