The Urbana City Council met Nov. 24, 2025, and approved a special-use permit for a proposed solar farm at 1210 East University Avenue and several budget amendments, referred one FEMA grant budget item back to committee for further work, and heard a report that the regional planning commission received $380,000 to study infrastructure climate vulnerabilities while homeless-services funding may be reduced.
