The Santa Rosa Planning Commission held a public hearing Nov. 13, 2025, on a minor conditional use permit for Pura Vida Recovery Services to expand a community care facility at 5761 Mountain Hawk Drive from 6 to 24 beds. After hours of public comment that sharply divided neighborhood residents and recovery advocates, the commission approved the permit 4-2 with conditions and a 10-day appeal period.
