Concord City Council met Nov. 10, 2025. The meeting moved a public hearing on a proposed $45.5 million police headquarters to the top of the agenda, heard more than three hours of public testimony for and against the project, received staff briefings on design, cost-saving options and bonding scenarios, and ultimately tabled the bond appropriation to Nov. 24 after extended council discussion. Several zoning and grant items advanced.
