Guam Public Utilities Commission held a special session to resolve two remaining issues in the GWA FY2025–2029 rate case: whether to impose a credit-card convenience fee on customers who pay by card, and whether and how to replenish a Rate Stabilization Fund (RSF). Commissioners approved an initial RSF replenishment amount and left the credit-card charges treated as part of GWA revenue requirements (no separate convenience fee approved).
