Tommy Clark, director of the North Carolina Pandemic Recovery Office (NCPRO), outlined new flexibility under session law 2025-97 allowing a possible dollar-for-dollar general fund swap for unspent SFRF revenue-replacement projects, explained reporting deadlines and reclassification mechanics, and reviewed liquidation and closeout deadlines for State Fiscal Recovery Fund spending. Joy (NCPRO presenter) reviewed that all program costs must be liquidated by Dec. 31, 2026; only administrative closeout costs may be paid from Jan. 1–Apr. 30, 2027, and a final report to the U.S. Treasury is due Apr. 30, 2027.
