Syracuse City Council conducted a regular session with roll call, a prayer and pledge, a lengthy consent/omnibus agenda in which numerous items were introduced and adopted (many unanimously), several items were held or withdrawn, and Item 91 — addressing local policy regarding a private license-plate–reader vendor — drew a substantive statement of civil-rights concerns before being adopted.
