Members approved several consent items including end-of-year vehicle bids, authorized a $404,155 change order for the WRF South Plant Improvements project, and heard an Urban3 presentation showing downtown and mixed-use land uses generate far more revenue per acre and highlighting a large infrastructure funding gap.
