Meeting called to order for the joint City Council/Planning Commission session; roll call noted most council members present with Councilmember Cathy absent; Planning Commissioners Edwards and Kirkpatrick excused, Nelson present; Commissioner Robbins identified as chair.
City of Tumwater staff presented the proposed 2026 long-range planning work program and walked council and planning commissioners through the 2025 comprehensive plan and development-code periodic updates, asking the council to place both ordinances on the Dec. 16 consideration calendar. Major topics included middle housing/ADU rule changes required by recent state law, a multifamily tax-exemption evaluation, a proposed affordable-housing coordinator, and a homeless shelter feasibility study.
