Lewisville held a special council meeting Dec. 11, 2025, to honor outgoing council members, swear in newly elected officials including Mayor Billy Carter, elect Mayor Pro Tem Stacy Howard, and take routine business including a unanimous vote to reinstate a 20-year Lewisville–Clemons annexation agreement. The meeting included presentations, a public forum, committee appointments and administrative reports.
