Volusia County Council met Dec. 2 to take public comment on arts funding and local infrastructure, approve several land-conservation purchases and a set of stormwater projects, authorize personnel pay adjustments (4% for the county manager and county attorney) and reopen a multi-hour debate over using bonds to expand the Volusia Forever land-acquisition program and a long-running proposal to restore beach driving at Main Street/Daytona Beach.
