The Ormond Beach City Commission met in a regularly scheduled session, rejected a proposed settlement with Daytona Beach over Avalon Park utility rights and continued with mediation, approved several grant-funded projects and routine consent items, and heard public comments on utilities, airport expansion, and local development.
