Chair Richards opened the special board meeting, announced it would include a closed session pursuant to government code '11 12.26' to confer with legal counsel about significant litigation involving the Authority, the U.S. Department of Transportation and the Federal Railroad Administration (listed parties). He said no public comment would be allowed during the closed session.
The California High-Speed Rail Authority Board met Nov. 20, 2025 in Sacramento (and virtually). The board held a closed session on pending litigation, heard extended public comment—notably from Merced and the City of Vernon about station sequencing and the Malabar Yard mitigation—approved several procedural items and authorized release of a major tracking-and-systems RFP for a roughly $3.5 billion, multi-package contract aimed at enabling 2026 track work.
