Santa Monica City Council held a special meeting Dec. 9, 2025 to hear public comment, present commendations, swear in a new mayor and approve a council directive strengthening oversight and transparency for sober-living and congregate recovery housing. The council voted unanimously to direct staff to draft registration, disclosure and safety standards following an unpermitted move‑in at 413 Ocean Avenue.
