Town Manager Matt introduced peer‑review engineer Dan Diffin (CDMahar Engineers) and design engineer Tom Perkins (Diergo) and said they were invited to answer council questions about construction and testing for Vining (Bynings) Way; the purpose was to follow up questions from the previous council meeting and review compaction/testing results.
Workshop and regular meeting of the Cumberland Town Council on Dec. 8, 2025 covered a workshop on accepting Vining/Bynings Way (engineer testimony about culvert, compaction, guardrail settlement and repair), public comment on LD1829, approval of a mass‑gathering permit, mooring allocations and a small‑harbor grant, authorization to sign a radio lease with American Tower, repeal of obsolete zoning provisions, several routine approvals and cancellation of the Dec. 22 meeting.
