The Bourbon County Planning Commission heard a consultant briefing on comprehensive planning and zoning options, discussed local renewable-energy and industrial project risks, and unanimously recommended that the County Commissioners adopt a temporary one-year moratorium on new utility‑scale energy generation, storage and certain industrial uses while the county develops a comprehensive plan.
