Division staff reviewed the formal rulemaking schedule and process for concurrent 2026 rulemakings on construction materials and hard rock, outlined stakeholder engagement to date (about 500 staff hours), key deadlines and hearings in January and February, and said staff will ask the board to table the construction materials vote until February for consistency.
