Palm Coast City Council held a business meeting on Dec. 16, 2025, hearing public comments on utilities, events and fees, and adopting multiple ordinances and resolutions including backyard chickens rules, a recovery residence ordinance to comply with state law, a brownfield designation for Track 17, and a contract for special-assessment administration. Council also recognized Acting City Manager Lauren Johnson and discussed event and pool operations.
