Council conducted roll call; offered proclamations (U.S. Marine Corps Day, a proclamation and key to the city for retiring library director Sheila Umberger); heard a public comment opposing a casino proposal; received an update on the Mayor's Hope and Home Task Force on homelessness; approved several measures including a state cybersecurity grant consent agreement and appropriation of plastic bag tax funds; adopted the city and schools portions of its 2026 legislative program; and made multiple appointments before recessing to closed session.
