Meeting called to order. Mayor and staff explained hybrid format (in-person and Zoom), how the public may sign up to speak (yellow cards, Zoom raise hand, email ocr@milwaukieoregon.gov), translation availability, and livestream channels. Pledge of Allegiance led.
Milwaukie City Council met in person and via Zoom to hear public comments urging quick adoption of an originating ordinance to join a state Moderate Income Revolving Loan (MIRL) program, review proposed changes to the citys tree code (new significant-tree fees, higher canopy mitigation fees, rare/threatened species protections, and revised residential removal standards), receive an update on Milwaukie Bay Park negotiations with NCPRD/Metro, and approve a consolidated $400,000 URA grant application for downtown Main & Monroe redevelopment.
