The Honolulu City Council held an honorary certificate program celebrating local leaders and groups, recognizing elder-care provider Hale Kuike, longtime educators and cultural stewards, community organizations, transit operator Uilani Souza, and two teens honored for a recent water rescue. The ceremony concluded with the Cherry Blossom Festival Court recognition and a recess until 10:00.
