The Phoenix City Council considered and approved a framework for the newly established Phoenix Housing Trust Fund, including allowable uses, funding priorities and administration. Council members raised questions about enforcement of deed restrictions, permanent funding sources and eviction protections; staff will return in spring with funding options.
