Westchester Borough Planning Commission discussed the county-drafted Parks for All: Westchester Borough Park, Recreation and Open Space Plan, debated standards for mandatory parkland dedication and fees-in-lieu, and voted on a motion to recommend council adopt the plan with conditions; the motion failed and the item will be carried to the January work session.
