A Calimesa hearing officer conducted a public hearing on a petition by California Mobile Home Estates to pass through capital-improvement and temporary hearing costs to residents for street replacement, solar street lighting, pool/spa work and clubhouse/roof work. Residents and staff disputed whether the work qualifies as capital improvements, whether 51% resident consent was obtained and whether the projects are the owner’s maintenance obligations. The hearing officer took testimony, heard extensive public comment and will issue a written decision within 45 days.
