The Placer County Board of Supervisors held a lengthy appeal hearing Dec. 16, 2025 on the Hope Way Apartments, a proposed 240-unit affordable housing project in Penryn. After hours of staff presentations, expert testimony, more than 200 public comments and technical questioning on fire, evacuation and traffic impacts, the board took tentative actions to approve project entitlements and continued final action to Jan. 26, 2026.
