Kristen Stephens, chair of the Board of County Commissioners, opened the special meeting to adopt the revised 2025 budget and the 2026 budget; she introduced commissioners Jody Shattuck McNally and John Kefalas and county staff including the county manager and budget staff and invited Matthew Behanan to present.
Larimer County commissioners held a special meeting Dec. 11, 2025 and unanimously adopted six budget resolutions, including a 2025 amendment, the 2026 county budget (reflecting an $18.7 million voter-approved early-childhood sales tax), budgets and mill levies for county-managed improvement districts and other local taxing authorities, legal spending limits for 2026, designation of ending fund balances (including a TABOR reserve), and delegation of mill-levy certification to staff.
