The Harford County Council on Dec. 25 held a special legislative session to reconsider a vetoed bill (Bill 25-012) concerning labor-relations grievance procedures and binding arbitration. After debate over scope, costs and forum, the council voted 7-0 to override the county executive's veto; implementation details will be negotiated in memoranda of agreement between the executive and unions.
