On Dec. 12, 2025 the Anchorage Assembly held a work session to review a revised ordinance and three related agreements that would let Anchorage Water & Wastewater Utility (AWW) and the municipal hydropower utility implement a portal valve option, replace a 1984 water-use arrangement, cap annual compensation and provide a path to acquiring priority water rights after 35 years. Department of Law and utility counsel outlined technical, financial and governance terms; members pressed on safety, a confidentiality clause and restoration of the municipality's voting rights.
