Nolan Langall of the Joint Fiscal Office briefed attendees on FMAP (federal Medicaid matching rates) and how provider taxes fund Medicaid; he warned that federal legislation (HR 1) that freezes and phases down provider-tax authority could reduce Vermont provider-tax revenue by about $113 million by 2033 and cut roughly $300 million of spending power when federal matching is included.
