San Jose City Council opened its first 2026 meeting with ceremonial recognitions, accepted an audit of Team San Jose, adopted its 2026 legislative program (including a support position for HR 630, the Neighbors Not Enemies Act), approved routine contracts and BIDs, and unanimously adopted City Council Policy 7-15 prohibiting use of city property for federal civil immigration enforcement staging or operations.
