The Westville Town Council opened with routine approvals, then voted unanimously to keep liaison/officer appointments the same, approve a utilities contract with MCO and adopt a hydrant-rental surcharge on water bills (meter-size based). Council also approved a $8,000 transfer from the CCI fund to the general fund and heard year-end police and fire/EMS reports covering staffing, vehicle issues and call volumes.
