Chair Mike Kelly called the Committee of the Whole to order, identified the two agenda topics (updates to the rural comprehensive plan/CARNA arterial road network and zoning board consolidation) and the clerk called roll. All commissioners were present.
Johnson County Board of County Commissioners held a Committee of the Whole on Jan. 15, 2026, to consider updates to the Comprehensive Arterial Road Network Plan (CARNA) including route designations around the Astra Enterprise Park and proposed amendments to housing policy, and to review a proposal to consolidate the county's East and West consolidated zoning boards into a single panel. The board voted unanimously to remand the CARNA recommendations back to the Planning Commission with direction and also voted to direct staff to pursue a 9‑member consolidated zoning board process.
