Merrimack County commissioners heard a union grievance alleging contract violations in a lieutenant hiring, reviewed a proposed Penacook Rescue facility lease, received a positive budget update and approved several personnel, contract and finance items. The board moved to nonpublic session and voted to deny the grievance presented by the NCU.
