At a Nov. 12 work session, Newport News city staff and a Virginia Institute of Government consultant presented a draft five‑year strategic plan and a follow-up review of the FY2027–2031 Capital Improvement Plan, including updates on the 757 Trail, four planned fire stations, school capital requests and waterfront projects; council then voted 6–0 to enter a closed session on personnel, prospective business, and an investment matter.
