The Texarkana A&P Commission unanimously voted to table review of an amended A&P funding application and then spent the meeting working through proposed bylaw amendments, including a prepared-food tax definition, quorum and voting thresholds, a $150,000 minimum fund balance, pro‑tem officer language and vacancy procedures. The commission declared one vacancy and discussed stronger enforcement tools for delinquent A&P taxes.
