The Effingham City Council met to approve the FY2026 operating budget and a five-year capital improvements plan, adopt multiple maintenance contracts and procurement agreements, consider several land-use petitions (including a 10-acre solar and data-center special use), discuss community events and street closures, and vote to recess into executive session on personnel, property and litigation matters.
