Receiver Vijay Kapoor told the Municipal Financial Recovery Advisory Committee that the Chester Water Authority announced a 14% rate increase effective Jan. 1, 2026, and that the receivership has requested public hearings, financial detail and an independent audit; the receiver also explained a court-set revision to the monetization RFP language intended to avoid later procedural litigation while reaffirming a commitment to keep water assets publicly owned.
