City of Decatur staff presented a proposed FY25–26 budget that would increase overall spending by just under 5% (about $2 million), keep the tentative millage rate unchanged, use roughly $1.5 million of fund balance, and fund a 2.5% merit salary increase effective in July; commissioners asked about tax rollback, homestead exemptions, debt service, insurance cost pressure, and several capital projects and grants.
