Council opened a public hearing on Charter Resolution 305 to amend city charter sections 5–16 related to city elections; the mayor noted the resolution was adopted pursuant to state and charter authority. Havre de Grace City Council met Nov. 17, 2025. The council held two public hearings (a charter amendment on city elections and a budget amendment for living-shoreline maintenance), approved two ordinances on second reading (12-11 elections code, 12-12 budget amendment), adopted a calendar resolution for a sign license, received a Marina Commission report and an unmodified audit, approved several community events and a series of appointments, and adjourned at 8:35 p.m.
