Harper Woods City Council met to approve routine minutes and consent items, authorize a $60,620 progress payment for a DWSRF lead water service replacement project, approve a service agreement with I Heart Dogs Rescue for up to $15,000 a year to shelter up to 30 animals, and approve asbestos abatement for City Hall. The animal-control agreement drew extensive public questions about who will pick up animals, training and costs; council approved the contract and other resolutions by roll call.
