The Health Care Affordability Advisory Committee met in January 2026 (hybrid) to review executive updates including a federal Rural Health Transformation award to California, new data-submission (DSG 3) regulation proposals and penalties, updates to behavioral health spending measurement and a DSG 3 behavioral health file, the Cost & Market Impact Review (CMIR) program and recent transactions under review, and the Office's plan for enforcing cost-growth spending targets including technical assistance and performance improvement plans. Public commenters and committee members discussed data limitations, vertical integration, behavioral health access and workforce, and the planned HCAI primary-care snapshot.
