Newport Beach City Council held a study session on options for investing pension surplus funds, including whether to continue aggressive prepayments to CalPERS or establish a Section 115 pension trust using $5 million of OPEB surplus. The council also handled routine consent items, formed an ad hoc fiscal-transparency committee, certified a referendum petition on the Snug Harbor Surf Park general-plan amendment and voted to rescind that amendment.
