The Planning Commission reviewed Amendment No. 4 to the Harvest (Limoneira) development agreement, heard resident concerns about traffic and emergency access, discussed water accounting, reclaimed-water planning and park maintenance funding, and voted unanimously to forward the amendment to City Council with a change extending the park water‑use accounting period from two to five years.
