Community Development Manager Amabayad presented housekeeping amendments to bring Elyria's Community Reinvestment Areas (CRAs) into compliance with changes in state law under Senate Bill 33, saying the updates will speed the local process and do not change CRA boundaries. She requested emergency passage so updated rules would be available immediately for incoming projects.
The joint Community Development and Finance committee met Jan. 26, 2026, and approved housekeeping amendments to Elyria's Community Reinvestment Area framework, recommended transfer of a parcel at Lorraine Boulevard to the Elyria Community Improvement Corporation, approved a demolition lien, authorized disposal of six police vehicles, approved contract amendments for CTI Engineers and outside labor counsel, and adopted temporary-appropriation adjustments including a $1,446,200 Chestnut Commons TIF allocation.
